Idle servers would be considered by some to be cheating. Indeed, some people would be utterly confused by the rationale of this idea. You log into a server... then you minimize TF2. Team Fortress 2 wasn't intended to be an idling game. Or a trading game for that matter.
The characters themselves would be most confused by this type of server. They came to TF2 to fight, not to idle. This short video, well made video by minifett thoroughly investigates this idea.
