His chain gun doesn't require spin up time, giving him more offensive potential than the Heavy. His health-restoring secondary items allow the Overweight to take more damage, making him good for defending against multiple waves of enemies.
When I play Overweight, I either use the default chain gun or the brass beast. The default chain gun gives none of the nerfs of the other guns, with normal mobility, and reasonable attacking power, and would be good for offense. I like the brass beast as well, as it gives you extra damage, but you can't move. This is for an 'obstacle' Overweight I believe that damage with an Overweight is very important- Overweights act as an obstacle.
For the secondary weapon, I either recommend a Sandvich, or a Dalakohs bar. Both are very useful health restoring items. The Sandvich, I would recommend for more of an 'offensive' Overweight, as the Overweight is likely to get damaged more than an 'obstacle' Overweight. The Dalakohs bar gives overheal, and would be good for an 'obstacle' Overweight, as he needs the extra health to survive enemy waves.
One paticularly interesting map that features the Overweight and exploits his large amount of health is the 'duck hunt' maps. The BLU side all becomes Overweight, and the RED side all become Riflemen. On the RED side is the three BLU control points. The RED Riflemen's objective is to snipe the Overweights before they cap all the points.
